Obtaining Secondary VE-2 Weighted Funding for Postsecondary CTE Courses
High school students enrolling in postsecondary CTE classes can generate weighted “VE-2” funding for your district. The Board of Regents approval of these courses as “technical” courses is what generates the secondary weighted funding. You do not need KSDE approval of these postsecondary courses to receive the weighted funding. The district reports the minutes students enrolled in these classes on September 20 as though they were enrolled in an on-campus community college class. You will need to report these students in all of your high school records as being enrolled in the specific college courses by individual college course titles and numbers.
For example, in the postsecondary Health Careers Program in Ft. Scott High School, first year, first semester students are enrolled in the following FSCC classes in all the high school records & each of these courses are listed in all of the high schools guidance/enrollment materials:
ALH 1164800 Exploratory I
ALH 1163800 Exploratory II
ALH 1020700 CPR-Basic Rescue
You need to use the community college’s course names and numbers for your specific classes in all your high school materials. The community college’s schedule must also show the specific course you are offering.
Pages 5-6 of the 2009-10 KSDE Counting Kids Guide ( http://www.ksde.org/Default.aspx?tabid=1877 )
explain how to report the students in the KIDS system and in the Principals Report. In the KIDS system, each is reported as a concurrent enrollee on line D26, each student is reported as a technical education enrollee in D45, each student’s technical contact minutes are reported on line D46, including the technical concurrent enrollment minutes. This information is automatically transferred to the Principals Report.
You calculate the number of minutes for each student in the concurrent technical courses just as you would a student in a VE2- technical course or pathway.
When the Auditor audits your vocational FTE they will need to see the college classes offered in your building by name on the high school’s bell schedule, the college's class schedule showing these classes and college attendance records for each of these classes. The postsecondary institution offering the course should provide you with the college class number(s), class schedules and the required attendance records.
From page 6 of the Counting Kids Guide:
KSDE Auditor needs
• High school Bell Schedule
• Area Vocational School Schedule and attendance records
• College Schedule (if vocational class) and attendance records
If the college will not supply attendance records, please use the attendance log on page 30.
